As the Ministry of Sports officials head towards Lahore to attend the first official briefing on Wednesday (today), the top troika demanded the repeal of the Pakistan Cricket Board (PCB) constitution to make it more democratic and practical.
Federal Sports Minister Najamuddin Khan, secretary Ashraf Khan and joint secretary Anwar Khan all agreed to a point that the existing PCB constitution lacks solution of basic problems.
“Look there is no clause in the constitution that shows the way to make a necessary amendment. Secondly, almost ten members of the PCB Governing Board are non-elected. The formation of the Governing Board is totally undemocratic,” Secretary Sports Ashraf Khan said.
He said that according to one of the clauses, the PCB chairman has the powers to change the elected member of the Board anytime. “There are so many other clauses that needed to be repealed.”
The Secretary Sports said that had demanded three months from the Government to review the constitution according to the requirements. “The PCB needs a constitution where more value should be given to elected people as they are the ones who actually run the game in cities and towns,” he said.
The Ministry officials are currently in process of scanning all other related constitutional documents. “I have received copies of the South Africa, Australia and Indian cricket board constitutions. We are in the process of scanning these papers and would also compare them with the one that the PCB has approved recently,” Ashraf Khan said.
When asked why the ministry approved the flawed constitution. “I do not know why they had done so. I was not here when the Ministry had given go ahead for the implementation of the newly formed PCB constitution,” he said.
The Minister of Sports who was also present told this correspondent what the Ministry had done on Monday was according to the constitution. “The government of Pakistan has got all the powers to make necessary amendments in the sports bodies’ constitution and even wrest the financial, operational and administrative powers.”
He said that whosoever wanted to move court could do so. “We are ready for the court battle as we know what we did is right and justified. If any one plans to move court, he is welcome as it would further help strengthen our point.”
Meanwhile, Ashraf Khan and joint secretary Anwar Khan are scheduled to attend a meeting at the PCB headquarters in Lahore on Wednesday. “The PCB officials have been asked to brief us on the working of the Board. First we want to know how the Board works and what role each of the official plays,” Ashraf Khan said.
He however said that he would ask the top PCB officials not to forward each and everything to the Ministry. “PCB officials should continue dealing with the matters like the payment of salaries, transfers and other daily official routine matters. We would only intervene in important matters such as the new appointments and sanction and approval of finances for important projects,” the secretary sports said.
